Have you tried asking your patent lawyer if he/she knows where to point you for the next development stage? Since you hold a patent to prove the design is your own, you might shop the idea around to some of the dog supply manufacturers already established with a production facility to see if they are interested in buying your patent of going into business with you. It's worth a shot.
